The finding

The first cohort of 14 Oil & Gas Division inspectors completed Electrical Power Awareness Training at the Quanta Advanced Training Center. The Commission plans to run more than 120 inspectors through the same programme over the next nine months, framed explicitly around "risks posed by improperly maintained electrical power lines at well sites."

The training exists to support enforcement of 16 TAC ยง21(l), tied directly to House Bill 143 and House Bill 2663 from the 89th Texas Legislature. Both passed with no recorded opposition in committee.

The gap

Nothing on most operators' desks proves compliance

A line either passed its last NEC inspection or it did not, and either has a re-inspection date coming or it is already overdue. When an inspector asks, "when was this line last checked, and did it pass," the honest answer for most operators today is a search through paper or a shared spreadsheet nobody has opened in months.
